      The United States suddenly became aware of Latin America in the late s. Before, it was considered a backwater where the United States had only a few economic and security interests. Certain aspects of our international economic policies have also been pointed out as being harmful to our standing in most of Europe as well as in Canada. Europeans have been heavily sold on a policy of “trade not aid,” many of them realizing that in any case American willingness to provide subsidies is drying up.
